David Harmon, Deputy Director and Chief Human Capital Officer of the US Federal Reserve Board of Governors

David J. Harmon joined the Federal Reserve Board in June of 2013 as the Assistant Director, Chief Human Capital Officer. He is now serving as the Deputy Director of Technology Services and Chief Human Capital Officer.

Dave has more than 20 years experience in the operations and human resources fields, with experience in corporate, international and field-based operations. Previously, Dave was the Executive Vice-President Human Resources and Corporate Services at AOL with responsibilities for human resources, training & development, real estate, travel, facilities, security, risk compliance, and administration. During his career, Dave has worked strategically with five different CEOs and six CFOs while managing global operations and work teams.

Before coming to AOL in 2003, Dave was Vice President, New Business Development, for Footstarworks, a division of Footstar, which followed an operational role managing e-commerce websites, store operations and corporate administrative functions. Dave joined Footstar in 1998 as Vice President, Human Resources, with responsibility for more than 10,000 employees and more than 4,000 locations. He held numerous executive and managerial Human Resource positions of increasing responsibility at Footstar, Just for Feet, Pepsi-Cola and Cooper Industries.

Dave has a B.A. in Marketing and Psychology from Skidmore College, and an MBA from Clarkson University. He has an additional Masters of Operations Management degree and Graduate Certificate in Human Resource Management from the Keller Graduate School of Management.

Dave is actively involved with his family (he has three boys) and community through coaching (football and basketball), scouting, church and fund raising activities.
