The Saint Leo University Board of Trustees announced new board officer appointments, effective July 1. Noel Boeke, partner with Holland & Knight, will serve as chair; Iskra Sbraccia, head of sanctions screening operations at Google, will serve as vice chair; and Thamir A.R. Kaddouri Jr., managing partner at TAMPALAW, will serve as secretary. 

“Saint Leo is fortunate to have incredibility talented and experienced individuals serving on our board leadership team,” said James DeTuccio, Saint Leo University interim chief operating officer and chief financial officer. “Their professional expertise and long history of serving the University will allow us to quickly make strides forward to support our students and community in new and greater ways.” 

Noel Boeke Elected Board Chair

Noel Boeke will now lead the university’s 27-member board as chair after serving as board vice chair. Boeke has served on the Saint Leo board since 2010, leading several committees. 

As a partner at the law firm Holland & Knight, Boeke brings a wealth of legal experience in business and the financial industry to the University. Through his work, he supports clients in business and real estate transactions, bankruptcy, and negotiation of loan workouts.  

Boeke is a past president of the Florida Chapter of the Turnaround Management Association, the Tampa Bay Bankruptcy Bar Association, and the Bankruptcy Law Educational Series Foundation, in which he is currently serving as treasurer.

Prior to entering private law practice, Boeke served in the U.S. Navy for more than seven years. Today he also serves as a board member for the U.S. Special Forces Transition Assistance Resource, a group that helps retiring special forces officers and senior enlisted personnel jump-start their civilian network in the Tampa Bay region. 

Iskra Sbraccia ’05, ’09 Elected Board Vice Chair

Saint Leo University alumna Iskra Sbraccia joins the university’s executive team as vice chair after serving as board secretary. Sbraccia has served on the board since 2021 and is a past president of the Saint Leo University Alumni Association.

Outside of her involvement with the University, Sbraccia is the head of sanctions screening operations at Google in Chicago and founder and CEO of I Am Spark in Tampa, providing executive and life coaching services. Prior to her role at Google, Sbraccia served as Citi compliance sanctions director and head of CitiScreening content management. She offers expertise in economic sanctions, anti-money laundering, screening technology and architecture, policy and standards, business intelligence, risk management, and strategy and negotiations.

Sbraccia earned a bachelor’s degree in international studies and a master’s degree in criminal justice from Saint Leo University.

Thamir A.R. Kaddouri Jr. ’94 Elected Board Secretary

Saint Leo University alumnus Thamir A.R. Kaddouri Jr. returns to the university’s board executive team as secretary, having served in the role from 2011 to 2017. Kaddouri earned his bachelor's degree in pre-law from the University and also is a past president of its alumni association.

Outside of his involvement with Saint Leo, Kaddouri serves on the board of directors of the ReliaQuest Bowl, the major college bowl game held annually in Tampa. In addition, he has served as the managing partner of TAMPALAW, a role he has held for the past 20 years. Kaddouri is an AV Preeminent®-rated attorney, which is one of the highest honors an attorney can receive from the Martindale-Hubbell® Peer Reviewing Ratings™ system, as well as being elected to Super Lawyers.
