    Dept. Chair, Professor Dr. Phillip R. Neely, Jr., is a 21-year career law enforcement officer having served in progressively responsible leadership and field positions in local law enforcement agencies. His 21-year tenure as a Law Enforcement professional has afforded him an opportunity to lead, train, and direct all functions of local government and currently working in education over the last 11 years, instructing classes, advising, and mentoring adult learners. Dr. Neely’s expertise comes in the field of criminal justice and public policy.


    • Doctor of Philosophy in Public Policy and Administration with the specialization in Criminal Justice from Walden University
    • Masters of Science in Public Administration/Criminal Justice from Central Michigan University
